General Objective
The overall objective is to reduce poverty focusing on groups vulnerable to social and economic exclusion to over 1 beneficiary from at least 3 localities, mainly in Bucharest, lasi and Ploiesti, by creating a multiregional community intervention model to provide anti-discriminatory activities, educational, medical and social services:
- Increasing quality of life and access to social services by disadvantaged groups for over 1600 people in poverty or in need (Outcome 4) in at least 3 localities (Output 4 4.1), through the creation of a network of 3 Multifunctional Services for Social Inclusion to provide services at a good level (8) of satisfaction with the evaluation of beneficiaries (Outcome 4).
- Collecting and promoting good practice interventions at local level (Output4 4.1) and at national level on the existing national website/portal, identifying at least 1 intervention methodology in the fight against poverty and social exclusion (Output4 4.1).
- Setting up minimum 3 social and civil networking dialogue between local municipalities and stakeholders from civil societies, from at least 3 localities, to create a higher degree of social and economic cohesion and to promote the beneficiaries’ best interest and sustainability.
Specific Objectives
1) Increasing quality of life and access to social services by disadvantaged groups for over 1600 people in poverty or in need (Outcome 4) in at least 3 localities (Output 4 4.1), through the creation of a network of 3 Multifunctional Services for Social Inclusion to provide services at a good level (8) of satisfaction with the evaluation of beneficiaries (Outcome 4).
- Increasing quality of education of over 300 children (out of which over 40% are Roma) living in poverty affected environments, through Quality Education Enhancement and Social Inclusion services, in lasi and Ploiesti, over the next 3 years.
- Increasing quality of life and access to social services for minimum 1050 people in poverty or in need, in the city of Bucharest, through provision of medical and social services, in the next 3 years.
- Preventing social failures due to extreme poverty and modern slavery for 100 beneficiaries from very poor areas of Bucharest, lasi and Ploiesti by counselling, information and job verification services, through minimum 3 public campaigns focused on the prevention of deaths in the street for the homeless, of school and family abandonment as well as of human trafficking, targeting over 15.000 people, in the next 3 years.
2) Collecting and promoting good practice interventions at local level (Output4 4.1) and at national level on the existing national website/portal, identifying at least 1 intervention methodology in the fight against poverty and social exclusion (Output4 4.1).
- Promotion of an innovative and interactive methodology for fighting poverty and social inclusion and disseminating the best practice on the website/online, at regional and national level, in the next 3 years.
- Setting-up minimum 1 bilateral strategy for the social inclusion of the Romanian citizen of Roma ethic group, living in Oslo, within the next 3 years.
- 1 interactive portal (web site) that will includes at least one database with shelter services for the homeless people, set-up within the next 3 years
3) Setting up minimum 3 social and civil networking dialogues between local municipalities and stakeholders from civil societies, from at least 3 localities (Bucharest, Iasi, Ploiesti), to create a higher degree of social and economic cohesion and to promote the beneficiaries’ best interest and sustainability.
- Creating a model of economic and social cohesion consisting of at least one (1) bilateral strategic partnership with a donor organization, within the next 3 years.
Creating minimum 3 local platforms for civic and social dialogue; attracting at least 3 local institutions, 9 NGOs, 9 employers’ organizations or businesses, 3 trade union organizations that together offer a good practice model of accountability and community involvement within the network, in a smarter and inclusive way to promote sustainability.
Description of the target group
In selecting the target groups, the Salvation Army Association has been considering and will be respecting the principles of equal opportunities and human rights, equal access to project services, regardless of gender, religion, political orientation or ethnicity, promoting an inclusive approach.
Main target groups: 1600 beneficiaries, out of which 1150 adults, 300 children and 150 parents
People at risk of poverty and social exclusion: at least 1150, out of which:
- Minimum 1050 homeless people from Bucharest: single people living on the streets; children and adolescents living on the streets; young people who leave the child protection system and end up living on the streets; single mothers with children living on the streets; people with health problems living on the streets, drugs / alcohol-addicted people living on the streets; people with mental or psychiatric problems living on the street; the elderly homeless; families living on the streets; homeless people from ethnic minorities, such as Roma or nomadic people; second-generation children living on streets, whose parents are homeless.
- Identification methods: Beneficiaries will be identified on the basis of the criteria on housing deprivation and extreme poverty, through surveys, community mapping, partnership with local institutions, or information from secondary databases of the local authorities.
- Criteria for selection and priority: Homeless people living in vitally or socially urgent situations in Bucharest, socially excluded people, socially isolated “invisible” people. Children who are living on the street. Disabled people on the street. Families living on the street. Victims of human trafficking living on the street.
- Minimum 100 people from Bucharest and Oslo with a low level of education, motivated to find a workplace, potential victims of human trafficking, people with loss of property ownership (defrauded), people in Norway who wish to repatriate and to integrate on a social and professional level in Romania. The target group includes the poor vulnerable population, people motivated to find a workplace in their home country, due to the lack of education potentially exposed to human trafficking – single men and women living on the streets; young people leaving the child protection system; families living on the streets and trafficked through work; homeless people from ethnic minorities. The above mentioned persons intend to find a workplace in their home country or to leave Romania to find a job abroad. A part of these people lost their quarters, being defrauded or, after the divorce, they didn’t benefit from a settlement. The awareness campaign on the reduction of human trafficking will target all project beneficiaries, as well as their communities.
- Identification methods: Beneficiaries will be identified with the help of team members through community members, with the help of the Norwegian partner offered to the people in Norway who wish to repatriate. The beneficiaries can call the social assistants from the three localities, they can be targeted by the partner network, or they can ask for help themselves, during the awareness campaigns we will run through the project.
- Criteria for selection and priority: Poor people, people looking for a workplace, unemployed, with a low level of education, people at risk of human trafficking, detained persons, abused persons, poor people who emigrated in Norway.
- Minimum 300 children aged 0-15 years and young people aged 16-18, at risk of poverty and social exclusion from Iasi and Ploiesti: children not enrolled in pre-school / primary school / gymnasium; children and young people at risk of drop out of primary school / gymnasium / high school, including vocational education; children with good results in education, but who are part of economically disadvantaged families and who need support to continue their education; children and young people lacking parental / family support; children and young people from disorganized families / single-parent families; young people with low skills, without a job.
- Identification methods: Beneficiaries will be identified through surveys, community mappings, partnerships with local institutions, or secondary data obtained from local authorities, schools. Beneficiaries will be identified with the help of team members or the help of Roma ethnics’ leaders, they can call the social assistants from the three locations, they can be redirected by the network of partners, or they can ask for support during the awareness campaigns we are going to implement in the project.
- Criteria for selection and priority: Children who have dropped out of school, children at risk of family abandon and school dropping-out, coming from disorganized families, children affected by poverty, children from economically disadvantaged families and in need of support to continue education, minimum 35% of children selected from poor Roma families.
- Minimum 150 Parents / guardian / other family members of children / young people at risk of poverty and social exclusion from Iasi and Ploiesti: low-educated parents; parents without employment; parents who raise their children alone; grandparents or other family members who care for children with their parents abroad.
- Identification methods: Beneficiaries will be identified through surveys, community mappings, partnerships with local institutions, or secondary data obtained from local authorities, schools.
- Criteria for selection and priority: Parents who have more children in their care, Roma parents, parents motivated to educate their children.
Secondary target groups: 15100 persons
- Professionals and volunteers working with or interacting with the beneficiaries, from Bucharest, Iasi, Ploiesti and Oslo/Norway: 70
- Community leaders, members of civil society, representatives of the authorities from Bucharest, Iasi, Ploiesti and Oslo/Norway: 30

The project benefits from a grant worth RON 5,919,377.29 from Norway, through the Norwegian Grants under the Local Development Program. The project aims to reduce poverty, focusing on the most vulnerable socially and economically excluded groups in Bucharest, Ploiesti and Iasi. In this respect, the project will improve the lives of 1,600 beneficiaries by creating a multiregional community intervention model for the provision of educational, medical and social services. Along with the multifunctional social inclusion services dedicated to the disadvantaged groups, the project will collect and promote good practice interventions at local and national level through an online portal and will create platforms for social and civic dialogue between the aforementioned municipalities and civil society for to create a higher level of social and economic cohesion that promotes sustainability.
